Russian forces attacked a DTEK Odesa Electric Networks energy facility and civilian infrastructure in southern Odesa Oblast overnight into October 23. Four buildings at an inactive recreation base were partially destroyed. Fires were extinguished by the morning, and no casualties or injuries were reported.
