Declaration of State Sovereignty of the Ukrainian SSR
The Declaration of State Sovereignty of Ukraine is a political and legal document adopted by the Verkhovna Rada of the Ukrainian SSR on 16 July 1990. It proclaimed the state sovereignty of Ukraine as the supremacy, self-reliance and fullness of power of the republic within its territory, and its independence in conducting domestic and foreign policy. The declaration was a key step toward the declaration of Ukrainian independence on 24 August 1991 and laid the groundwork for the constitutional entrenchment of sovereignty in the 1996 Constitution of Ukraine.

At Valdai, Putin pushes neutrality for Ukraine, repeats nuclear warnings and rejects strikes-for-strikes swap
Speaking at the Valdai Discussion Club plenary on October 1, Vladimir Putin tied any settlement in Ukraine to Ukrainian neutrality and the full occupation of Donbas, repeated nuclear threats tied to Kaliningrad and to Western arms supplies, and rejected a mutual halt to strikes on ships and oil refineries. He cast the Trump-era peace track as "movement in the right direction" but said it contains "difficult" decisions for Russia, and he framed Russia as seeking a place in a future world order rather than a return to pre-war normality.
