Von der Leyen proposes European Security Council and NATO Article 4 analogue in State of the Union address
European Commission President Ursula von der Leyen used her annual State of the European Union address on 16 September in Strasbourg to propose a new European Security Council and an Emergency Security Protocol that would serve as a European complement to NATO Article 4. She framed the initiative as a response to intensifying Russian hybrid attacks and weakening transatlantic relations, naming Ukraine, the United Kingdom, Norway and Canada among prospective partners.
