Committee of Permanent Representatives of the European Union
COREPER (Committee of Permanent Representatives of the European Union) is a body of the Council of the European Union composed of the ambassadors or permanent representatives of the EU member states to the EU. It prepares the work of the Council of the EU by brokering compromises among member states below ministerial level and serves as the Council's key coordination layer with the other EU institutions.
