Ukraine's parliament adopts law scrapping €150 VAT exemption for foreign-marketplace parcels
On 15 October, the Verkhovna Rada adopted draft law No. 16051-1 in its second reading, ending the VAT exemption for international parcels valued at up to €150 and introducing 20% VAT on goods bought through foreign marketplaces regardless of value. The new rules — meant to align Ukraine with EU law and bring in around 10 billion hryvnias a year for the armed forces — take effect only after a government decision, no earlier than 2027. The bill is tied to a planned €3.7 billion EU macro-financial tranche and an IMF tranche of about $700 million, and it also incorporates a cut in the personal income tax rate for landlords.
