Committee of Permanent Representatives (Coreper)
The Committee of Permanent Representatives (Coreper) is an institutional body of the Council of the European Union, composed of the ambassadors or permanent representatives of the EU member states. It prepares the agenda for Council meetings and reconciles member state positions before decisions are taken at ministerial or heads-of-state level. Much of the EU's day-to-day legislative and political negotiation, including on sanctions and other sensitive matters, takes place within Coreper.

EU ambassadors hold final day of talks on renewing Russia sanctions package
EU ambassadors met in Brussels on 21 September for a final round of talks on renewing the bloc's individual sanctions against roughly 3,000 Russian-linked individuals and companies. The Committee of Permanent Representatives failed to reach agreement in the morning, with France's push to delist certain Russians identified as the main obstacle. Without renewal by midnight on Tuesday, the existing sanctions package would lapse entirely.
