AT Izhevsk Electromechanical Plant Kupol is a Russian defense enterprise based in Izhevsk, the capital of the Udmurt Republic. It manufactures surface-to-air missile systems, notably the Tor family of short-range air defense systems, along with other military equipment. The plant is part of the state-owned air defense conglomerate Almaz-Antey.

Ukraine’s Main Intelligence Directorate published an interactive 3D model, component details and information on the electronic base of Russia’s new Filin cruise missile. The missile has a reported range of up to 1,200 km, can fly at ultra-low altitudes and is launched from the ground.
