Ukraine's General Staff says two major Russian oil refineries stopped operating after Ukrainian strikes
Ukraine's General Staff announced on 4 September 2026 that two large Russian oil refining facilities — LUKOIL-Nizhegorodnefteorgsintez in Kstovo, Nizhny Novgorod Oblast, and the NOVATEK-Ust-Luga complex in Slobidka, Leningrad Oblast — have stopped operating after being hit by Ukrainian strikes. The LUKOIL plant was struck on 26 August, and the NOVATEK complex on 1 September, with damage to pipelines, processing units and hydrocracking columns reported at the latter.
